With all my respect i should say that the members from Vietnam will be restricted in payments. I was advised by Edin to implement this rule in Silverclix too. So the new Terms of Service line is:

5.5. Members from Vietnam must be upgraded to receive money.

The reason is well know , i will not discuss it.
